ITEM TITLE:Presentation by FCS Group regarding preliminary study results for fees related to land use, building permits, and fire inspections

SUMMARY EXPLANATION:

The presentation from FCS Group represents a compilation of many months of data analysis by the vendor and City staff. Staff is requesting that the City Council receive the information and direct staff to "Implement the Fee Study as presented". There are several steps that will occur before the City Council is presented with legislation to create the modified fees.

 

The Land Use fees will be forwarded to the Planning Commission, as they are part of the Zoning Ordinance and come back to City Council as a text amendment. The Land Use fees will be added to the City Fee Schedule that Finance Department is compiling. 

 

The Plumbing, Mechanical and Fire permit fees will be removed from the specific chapters of the Municipal Code. And included in a comprehensive piece of legislation for Council adoption.

RECOMMENDATION:

The Preliminary recommendation from the FSC Group includes a fee schedule that would provide 100% recapture of actual costs for Land Use applications and Building/Regulatory permits. Land use permits generally involve some form of public notice and public participation process. For this reason, cost sharing of the actual costs for Land Use permits may be justified.  City Council may choose one of the following approaches:

 

Option 1: Direct staff to prepare legislation that captures 100% of actual costs for Land Use and Building/Regulatory fees.

 

Option 2: Direct staff and the FSC Group to revise the draft fee schedule to reflect fee capture for Land Use Applications that capture ( 75% )  of the calculated costs. Regulatory and Building Permit fees to remain at 100%.

 

The FCS Group will develop a written report based on City Council direction. All changes in the Land Use Permit fees will be reviewed by the Planning Commission as a Text Amendment. City Council will review final ordinances for all fee changes.
