The Preliminary recommendation from the FSC Group includes a fee schedule that would provide 100% recapture of actual costs for Land Use applications and Building/Regulatory permits. Land use permits generally involve some form of public notice and public participation process. For this reason, cost sharing of the actual costs for Land Use permits may be justified. City Council may choose one of the following approaches:
Option 1: Direct staff to prepare legislation that captures 100% of actual costs for Land Use and Building/Regulatory fees.
Option 2: Direct staff and the FSC Group to revise the draft fee schedule to reflect fee capture for Land Use Applications that capture ( 75% ) of the calculated costs. Regulatory and Building Permit fees to remain at 100%.
The FCS Group will develop a written report based on City Council direction. All changes in the Land Use Permit fees will be reviewed by the Planning Commission as a Text Amendment. City Council will review final ordinances for all fee changes. |
