Customer rates and fees finance the operation, maintenance, and improvement of the City of Yakima (City) wastewater, industrial wastewater, and stormwater collection and treatment systems. The cost to support these systems must be periodically assessed through a rate study that will recommend customer charges that align revenue with current and future operational, capital, and reserve fund requirements. The City last completed a rate study for these utilities in 2014. Recommended rates from the 2014 study were implemented in 2019, 2020, 2021 and 2022.
The rate study will recommend equitable rates and fees that reflect customer demands and usage of the utilities based on a review of historical financial performance, financial policies/practices, and operational and capital expenditure forecasts from updated Sewer and Stormwater Master Plans.
The City used the Municipal Research and Services Center (MRSC) of Washington roster, a statewide small works and consultants roster system, followed by a competitive selection process under City Request for Qualifications 12221Q in selecting FCS Group to provide the Wastewater, Industrial Wastewater, and Stormwater Rate Study.
The terms of the Agreement would be in an amount not to exceed One Hundred Twenty-Nine Thousand Nine Hundred and Thirty-Seven Dollars ($129,937). The Agreement including EXHIBIT A - SCOPE OF WORK and SCHEDULE, and EXHIBIT B - BUDGET is attached for City Council review. Funds are budgeted from Wastewater Operating Fund 473 and Stormwater Operating Fund 441. |
