Ordinance updating Classification and Compensation Plan for City Employees Section 2.20.100

SUMMARY EXPLANATION:

This Master Pay Ordinance includes classification and compensation changes approved and recommended by the Charter Civil Service Commission, City Management, AFSCME, and Teamsters.

New Charter Civil Service Classifications:

 

Code Compliance Project Coordinator (4425); Pay Code 16.0 ($22.52-$26.95); Non-Exempt; AFSCME

 

New Police Civil Service Classification:

 

Police Officer Academy Graduate Entry (6120); Pay Code 400 ($30.56-$41.42); Non-Exempt; YPPA

 

Add Step "F" to Pay Code 963 $88.63

1130 Assistant City Manager

1190 Police Chief

 

Change title of classification 5210 Building Attendant – Harman Center to “Community Center Attendant”

 

Change title of classification 2245 Community Relations Specialist to “Community Outreach Specialist”

 

Change 1110 City Manager salary from Pay Code 960 to 960CM ($101.45) effective 11/1/21 per Ordinance 2021-022 passed September 10, 2021

 

Allocation changes due to minimum wage increase to $14.49 effective 1/1/2022

 

Change Pay Grades for 3.0, 4.5, 5.0, 5.5, and 630 to $14.49-$17.27 affecting the following classifications:

 

5268 Lifeguard/Instructor

8610 Labor Helper

8511 Custodian

6260 Police Cadet

6251 Police Department Assistant I

7121 Department Assistant I

7511 Data Entry Operator I

23102 Transit Vehicle Cleaner

 

Change in Pay Code 914 and Pay Code 915 due to minimum wage increase effective 1/1/22. Pay Code 914 is increasing from $13.69 to $14.49 affecting the following classifications:

 

5201 – Golf Course Attendant

5203 – Parks Ballfield Maintenance Worker

5204 – Parks Concession Stand Worker

5205 – Parks Facility Program Attendant

5207 – Parks Youth Program Assistant

5210 – Community Center Attendant

5260 – Aquatics Concessions/Cashier

8824 – Parks Maintenance Laborer

9114 – City Worker (Outside)

9125 City Worker (Inside)

 

Pay Code 915 which is set at 5% above minimum wage to be increased from $14.38 to $15.21 effective 1/1/22 affecting the following classifications:

 

5206 – Parks Youth Program Leader

8640 Solid Waste Laborer

 

American Federation of State, County and Municipal Employees (AFSCME) Local 1122 wage increases per 2022- 2026 bargaining agreement;

 

 Effective 1/1/22 2.5%

 Effective 7/1/22 1.0% (Catch Up Provision)

 Effective 1/1/23 2.5%

 Effective 7/1/23 1.0% (Catch Up Provision)

Effective 1/1/24 2.5%
