ITEM TITLE:Resolution authorizing a contract with Osborn Consulting, Inc. to provide consulting services for the 2021 Stormwater Effectiveness Study

SUMMARY EXPLANATION:

This is a resolution authorizing an agreement with Osborn Consulting, Inc. to provide consulting services for the public outreach and effectiveness study requirements of the  Washington State Department of Ecology 2019-2024 Eastern Washington Phase II Municipal Stormwater Permit (Permit).  The Permit requires the City to provide annual public outreach/education and also for the City to begin a study in 2021 to evaluate stormwater program effectiveness in preventing prohibited runoff from entering storm drains and discharging to receiving water bodies. The agreement provides the necessary consulting services to fulfil both of these Permit requirements.  The consulting services include the development, management, implementation, and reporting of both the public outreach campaign and the subsequent evaluation of the campaign’s effectiveness.

 

The City used the Municipal Research and Services Center (MRSC) of Washington Roster, a statewide small works and consultants roster system in selecting Osborn Consulting, Inc. to provide the consulting services.  The terms of the agreement would be in an amount not to exceed one hundred forty-four thousand, seven hundred and fifty-five dollars ($144,755).  The agreement with EXHIBIT A – Scope of Work, EXHIBIT B – Schedule of Fees, and EXHIBIT C – Schedule of Hourly Rates is attached for review. Funds are budgeted from Stormwater Capital Fund 442.
