ITEM TITLE:Resolution authorizing a contract with Granite Construction for Spring Creek Road Improvements, Phase 2, which provides for roadway and related improvements in the vicinity of the Yakima Sports Complex

SUMMARY EXPLANATION:

In April, 2015 the Yakima City Council established that development of the Yakima Sports Complex is an Economic Development priority for the City of Yakima.  The City of Yakima entered into agreements with SOZO, a Washington non-profit corporation, for a public-private partnership to create multiple soccer fields, parking lots and related improvements.  

 

It was recognized that improvements to the existing public streets in the vicinity of the proposed Yakima Sports Complex will improve public safety, facilitate access to the development and improve the neighborhood.  Since the construction of Spring Creek Road, Phase 1 in 2019, $2,000,000 in SIED funding has been awarded for Phase 2 which will also include construction of a traffic signal at Spring Creek Road & Washington Avenue funded through a 100% grant of $650,000 from the Washington State Legislative Transportation Budget.

 

Earlier this year, city staff used the state bidding process to advertise for bids.  Two (2) contractors submitted bids with Granite Construction of Yakima submitting the lowest bid of $2,678,374. 

 

This 2nd phase of the roadway improvement project will start near SOZO’s driveway on S. 36th Avenue and proceed north and westerly onto Spring Creek Road terminating at Washington Avenue.  Roadway improvements will include road widening, curb, gutter, sidewalk, storm and sanitary sewers, roadway lighting, bike lane and a traffic signal.  

 

Spring Creek Road Improvement Project, Phase 2 is project number 2428 and South 48th Ave. at W. Washington Improvements is project number 2516.

 

Attached for City Council review is the contract with Granite Construction in an amount not to exceed $2,678,374.  The project is to be funded with a SIED grant/loan with the remaining balanced
