ITEM TITLE:Resolution authorizing an Agreement with Yakima County Development Association (YCDA) for $266,406.76 of CDBG funding for a micro-enterprise grant program to address the consequences of COVID-19

SUMMARY EXPLANATION:
This Agreement sets forth the terms and conditions for YCDA to allocate the remaining 2020 CDBG-CV1 money that was specifically allocated to the City under the CARES Act and must be used for responses to the COVID-19 pandemic.  The Council previously approved the program.  Under the original Agreement, YCDA allocated $215,193.24, leaving $266,406.76 in 2020 CDBG-CV1 funds.  Since the original Agreement terminated December 31, 2020, this new Agreement formalizes the continuation of the program, with the additional language allowing for administrative expenses and removing the maximum amount per applicant.
