ITEM TITLE:Ordinance updating Classification and Compensation Plan for City Employees Section 2.20.100

SUMMARY EXPLANATION:
This Master Pay Ordinance includes classification and compensation changes approved and recommended by the Charter Civil Service Commission, City Management, and Teamsters bargaining groups.

 

Changing four Wastewater Supervisory classifications from “non-represented” to being represented by Teamsters Local 760 Collective Bargaining Agreement for Supervisors and Admin. effective 1/1/21.  This reallocates the classifications to Teamsters’ pay codes as follows:

  

  • 15103 WWTP Chief Operator reallocation from pay code 976 ($31.75-$38.66) to 976SA ($32.37-$39.44)
  •  15104 Pretreatment Supervisor and 15301 Lab Coordinator move from pay code 975 ($33.40-$40.60) to 975SA ($34.04 $41.39)
  •  12202 WWTP Maintenance Supervisor from pay code 974 ($35.08-$42.63) to 974SA ($35.75-$43.48).

 

Update 11103 Supervising Traffic Engineer from “non-represented” to being represented by Teamsters Local 760 Collective Bargaining Agreement for Supervisors and Admin. effective 1/1/21.  This reallocates the position from pay code 973 ($36.75-$44.76) to Teamsters’ pay code 973SA ($37.51-$45.62).  

 

Update 13103 Cemetery Supervisor from “non-represented” to being represented by Teamsters Local 760 Collective Bargaining Agreement for Supervisors and Admin. effective 1/1/21.  This reallocates the position from pay code 978 ($28.79-$35.08) to Teamster's pay code 978SA ($29.39-$35.75). 

 

Retitle of 1232 City/County Procurement Manager to City Purchasing Manager and reallocating from pay code 967 ($46.96-$57.10) to pay code 968 ($44.76-$54.41) effective 1/1/21.

 

Change in Pay Code 914 and Pay Code 915 due to minimum wage increase effective 1/1/21.    Pay Code 914 is increasing from $13.50 to $13.69 affecting the following classifications:

 

5201 – Golf Course Attendant

5203 – Parks Ballfield Maintenance Worker

5204 – Parks Concession Stand Worker

5205 – Parks Facility Program Attendant

5207 – Parks Youth Program Assistant

5210 – Building Attendant – Harman Center

5260 Aquatics Concessions/Cashier

8824 Parks Maintenance Laborer

9114 – City Worker (Outside)

9125 City Worker (Inside)

 

Pay Code 915 which is set at 5% above minimum wage to be increased from $14.18 to $14.38 effective 1/1/21 affecting the following classifications:

 

5206 – Parks Youth Program Leader

8640 Solid Waste Laborer

 

Non-represented positions and positions represented by Teamsters Local #760 (Public Works Division Managers Unit and Supervisors/Administrative Unit) Pay and Compensation Adjustment (PACA) of 2.57% effective 1/1/21.
