In early 2020, the City Council began discussion concerning the current terms and conditions of the DYBID, particularly with regard to the assessment structure associated with the District. Unfortunately the onset of the COVID pandemic and the resultant orders from the Governor’s emergency proclamation caused the City Council to defer consideration of all but routine matters ended the discussion at that time. More recently, with the relaxation of the restrictions on the matters that Council can consider, the City Council requested the continuation of the discussion regarding the DYBID.
The materials attached hereto are intended to 1) provide the Council with some background on the present DYBID and how it came to be in its present form, 2) some general information from the Yakima Municipal Code regarding the DYBID Advisory Board, including its formation, purpose and operating terms, 3) the current assessment revenue report from the District and 4) RCW 35.87A providing the statutory requirements for the formation, operation, revision and termination of Parking and Business Improvement Areas, of which the City‘s DYBID is part. |
