ITEM TITLE:Resolution authorizing termination of the lease agreement with Sunrise Outreach Center of Yakima, a religious organization, to lease property adjacent to the wastewater treatment plant for a temporary homeless encampment and to enter into a lease agreement with Grace City Outreach, a religious organization, to lease property adjacent to the wastewater treatment plant for a temporary homeless encampment

SUMMARY EXPLANATION:

The City has a current lease agreement with Sunrise Outreach Center of Yakima to lease property adjacent to the wastewater treatment plant to be used as a temporary homeless encampment.  Sunrise Outreach no longer wishes to run the encampment, but the people who worked for Sunrise Outreach in operating the encampment have formed a new religious organization non-profit (501(c)(3)) corporation that can operate the encampment.  Sunrise Outreach seeks to terminate the current lease agreement and Grace City seeks to enter into a new lease agreement, for the same land and under the same general conditions, with Grace City as the lessee.
