| SUMMARY EXPLANATION: | | The Washington State Legislature recently passed ESHB 1754: Religious Organizations—Hosting of the Homeless, which amends RCW 35.21.915. The new legislation allows cities to pass ordinances regarding a limited number of matters that the City can require of temporary emergency shelter facilities operated by religious organizations. This proposed ordinance adopts all of the regulations allowed by the law. Further, the proposed ordinance adopts the definitions adopted by the Legislature, including the definition of “temporary” which is specific to the type of structure, and not the time period a structure is allowed to stay onsite. However, cities are allowed to create time limits for religious organizations to host the homeless, and the proposed ordinance does set time limits for future temporary emergency shelter facilities. The proposed ordinance accounts for Camp Hope as the original MOU for the Camp was entered before the ordinance may be adopted. |
