ITEM TITLE:Ordinance amending Yakima Municipal Code Title 5 - Licenses and Business Regulations to comply with the State Department of Revenue Business Licensing Services

SUMMARY EXPLANATION:
In 2018, the State Legislature passed House Bill 2259 mandating that cities transfer their business license application processes over to the State's Business Licensing System (BLS). The BLS simplifies the application process for business owners so they are able to apply for and maintain (renew) their State license as well as their individual local jurisdictional licenses through a singe portal, rather than having to go through multiple portals or application processes. This proposed business license ordinance makes necessary changes so that our local license application process dovetails into the new BLS application process. Other minor changes include cleaning up language that refers to department titles that have changed, and deleting mobile food vendor requirements that are already part of the application process of the Yakima Health District. The Community Development Department has been working with the State Department of Revenue for over a year going over the fine points of the changes, and the "go live" date with the State is anticipated to be April 2, 2020.
