ITEM TITLE:Ordinance updating Classification and Compensation Plan for City Employees Section 2.20.100

SUMMARY EXPLANATION:

This Master Pay Ordinance includes classification and compensation changes approved and recommended by the Charter Civil Service Commission, City Management, AFSCME Municipal, AFSCME Transit, and Teamsters bargaining groups.

 

Title Changes

8211 Mechanic I retitled to Mechanic

12102SA Mechanic II retitled to Lead Mechanic 

 

New Charter classifications

8212 Senior Mechanic at Pay Code 19.0 ($25.29-$30.35) Non-Exempt, AFSCME

 

Allocation changes due to minimum wage increase to $13.50 effective 1/1/2020 

 

Pay Code 3.0, and 4.5 to start at $13.50 affecting the following classifications:

5268 Lifeguard/Instructor

8610 Labor Helper

8511 Custodian

 

Pay Code 914 set at $13.50 affecting the following classifications:

5203 Parks Ballfield Maintenance Worker

5204 Parks Concession Stand Worker

5205 Parks Facility Program Attendant

5207 Parks Youth Program Assistant

5210 Building Attendant – Harman Center

9114 City Worker (Outside)

9125 City Worker (Inside)

 

Pay Code 915 set at $14.18

5206 Parks Youth Program Leader

8640 Solid Waste Laborer

 

Pay Code 630 set to $13.80 due to minimum wage increase plus 2.25% increase per bargaining agreement affecting:

 

 23102 Transit Vehicle Cleaner.

 

Municipal Courts updates effective 1/1/2020:

 

Title change for 1425 Municipal Court Department Assistant to Municipal Court Assistant and pay code reallocation from 987 to pay code 984 ($20.97-$25.51

 

Allocation change for 1424 Municipal Court Cashier from pay code 988 to updated pay code 987 ($18.39-$22.08)

 

Pay range updates to ordinance per collective bargaining agreements and Municipal Code effective 1/1/2020:

 

American Federation of State, County and Municipal Employees (AFSCME) Local 1122 Transit Employees negotiated 2.25% base wage increases effective 1/1/20, 1/1/21, 1/1/22, and 1/1/23.  Additional base pay catch-up provisions for Transit Operators and Dispatchers only: 1.5% 1/1/20; 1.25% 1/1/21; 1.0% 1/1/22; and 1.0% effective 1/1/23.

 

Non-represented positions and positions represented by Teamsters Local #760 (Public Works Division Managers Unit and Supervisors/Administrative Unit) Pay and Compensation Adjustment (PACA) of balancing adjustment of .07% effective 1/1/19 and regular PACA of 2.64% effective 1/1/20.

 

Yakima Police Corrections Sergeants Unit represented by Teamsters Local #760 negotiated base wage increases of 2.5% effective 1/1/20, 1/1/21, 1/1/22, and 1/1/23.
