| SUMMARY EXPLANATION: | | Noel Communications, Inc. (Noel) has requested the transfer of a telecommunications system franchise granted to Noel under City of Yakima Ordinance No. 2015-045 (the franchise) to Wholesail Networks LLC (Wholesail). Noel plans to enter into an agreement to sell certain assets to Wholesail. The City has conducted a review of the legal, technical, and financial qualifications of Wholesail to operate the telecommunications system authorized by the franchise and has concluded Wholesail is qualified to operate the telecommunications system authorized by the franchise. Transfer of the franchise requires the approval of the Council. |
