ITEM TITLE:

Resolution authorizing a revised agreement with the Yakima Valley Conference of Governments (YVCOG) for sharing Transit planning information

SUMMARY EXPLANATION:

It is mandated and consistent with federal requirements to formalize the roles and responsibilities of Yakima Valley Conference of Governments (YVCOG), Washington State Department of Transportation (WSDOT) and City of Yakima Transit (Yakima Transit) in order to cooperatively carry out their respective metropolitan and statewide transportation planning and programming requirements to support regional and state transportation plan implementation. 

 

Agreement YVCOG 314 (Agreement) is to memorialize a multi-agency cooperative planning process and to satisfy the requirements of 23 CFR 450.314.  The Agreement defines the processes for cooperation, communication, and exchanging information among the Parties to advance the metropolitan transportation planning processes. The Agreement further outlines the responsibilities of Yakima Transit to share Transit-specific statistics, as requested by YVCOG.  YVCOG in turn is responsible to ensure that Yakima Transit has met its compliance requirements and acts as an intermediary for Yakima Transit; allowing Yakima Transit to be eligible to receive State and Federal funding through YVCOG for transportation projects. WSDOT is responsible for administering federal pass through funds to YVCOG. 

 

The term of the agreement is five (5) years and has been enclosed for City Council review.  The last agreement was approved by City Council and executed September of 2018.  The agreement executed September 2018 contained incorrect references to inapplicable statutes.  The proposed agreement is materially equivalent to the previous agreement with revisions to correct references to inapplicable statutes.
