The City has a current lease agreement with Sunrise Outreach Center of Yakima to lease property adjacent to the wastewater treatment plant to be used as a temporary homeless encampment.  That Lease currently expires in 2020.  It also has specific two week periods where the temporary encampment must be vacated.  Pursuant to Sunrise Outreach’s request, and per City Council direction as to the vacancy periods, the proposed amendment does the following:

    1.    Extends the term of the Lease to 2025 with two additional two-year extensions (longest the contract could be in place is through 2029);

    2.   Changes the vacancy periods to be twice a year, in April and September, during any continuous 14 day period during each of those months, at the discretion of Sunrise Outreach;

    3.    Removes the provision for tiny homes; and

    4.    Cleans up some additional language.
