Attached for
City Council approval is the City of Yakima Engineering Division's 2nd
Quarter 2019 Capital Improvement Projects Memorandum and Project Spreadsheet to
provide updates on current Capital Improvement Projects from the
Water/Irrigation, Wastewater/Stormwater, Streets & Traffic and Engineering
Divisions.
The project list assists in the planning of current and upcoming projects. It
helps the divisions coordinate their work efforts so that, for example, a
street is not rebuilt or seal coated prior to scheduled underground work within
the same street.
Work performed
during the 2nd Quarter included:
Garfield
Elementary Safety Improvements --
Construction
began June 17th, the first day school was out; work is 50% complete. As the school district had requested one-way
streets along the school on Jerome and Fairbanks, we held a public meeting May
30th to present the proposal to the parents, teachers, neighborhood
and the community. After receiving
positive feedback, and making minor adjustments to the one-way street limits, we
took the one-way street ordinance request to Council on July 16th. The Ordinance passed and Streets Division
will make changes to the street signing finalizing the creation of the one-way
streets on or about August 16th.
North 1st Street Corridor
Revitalization – ‘N’ Street to SR-12
(Phase 1) --
Phase 1: Tapani
Inc. of Battle Ground, WA started project work mid-March. Construction is now more than 60% complete
and will continue into November.
Phase 2: In
early July we applied for a federal BUILD grant of $23.4 million to
reconstruct N. 1st, “I” St.
to MLK Jr. Blvd and the East-West Corridor from 1st Street to
approximately 7th Street.
Cascade Mill Redevelopment Project --

We
applied for a $23.4 million federal BUILD grant which would construct part of the
East-West Corridor from 1st Street to approximately 7th
Street; and it would include North 1st Street Corridor
Revitalization - ‘I’ Street to MLK Jr. Blvd.
(Phase 2).

The
Yakama Nation withdrew their lawsuit after the city withdrew the determination
of non-significance. The city is on a path to alleviate concerns
expressed by the Yakama Nation and is going through the formal process to
ensure the project complies with NEPA.
Cowiche
Canyon Trail --
Funds
for the construction became available from the State Legislature; construction
will take place in FY2020 at the earliest. We are working on r/way ownership
determination prior to proceeding with determination of the final pathway
alignment.
Spring
Creek Road – Soccer Complex --
Construction
started April 29th and continues into early August. Bidding for the next phase of work will take
place this winter after the JARPA permitting for the wetland mitigation is
complete. The 2nd phase of
construction will begin in April 2020.
River Road, 34th Avenue to 40th
Avenue --
Selland
Construction, Inc. of Wenatchee, WA, with a bid of $855,652.14, started
construction May 8th and will continue through August and possibly into September. Curb, gutter, sidewalk
and paving was completed as of 7/23/2019.
We are raising utility access covers.
Street lighting bases and wiring have been installed but street light
poles are pending delivery in late August.

Valley Trolley Improvements: Heritage
Capitol Project Grant --Progress
continues as we finalize the narratives and photographs identified for exterior
and interior interpretive displays as the exterior displays are being
manufactured. We are finalizing work on all
remaining items prior to the end of the funding biennium, 9/30/2019.
Complete Streets Projects -
Transportation Improvement Board (TIB) Funding --
Right-of-way acquisition continues; Swan r/way is now complete; Viola needs one r/way strip purchased while
Prasch r/way purchases are under way.
Transportation Benefit District
(TBD) Projects (car tab tee revenue) --
- Naches Ave. Sidewalk Project (Walnut to Pacific) -
started in 2018; Tree removal is
complete and replanting and sidewalk repairs will continue into next
year. Work is 60% complete.
- 4th Street Sidewalk Project (Walnut to Pacific) - started in early 2019; Tree
removal is complete and replanting and
sidewalk repairs will take place next year. Work is approximately 60% complete.
- River Road Improvement Project (34th Ave to
40th Ave) - started in May, 2019
to widen the roadway, grind & overlay, add street lighting, add
sidewalk, bike lanes, curb, gutter, stormwater system; $118,000 (TBD funds
for SIED loan). Work is 90% complete.
Hathaway Street Waterline Replacement Project --
On
July 3, 2019, the project was deemed Substantially Complete. Final clean-up and restoration items
continue. Work is 99% complete.

Master
Plan Updates --
The Wastewater Master Plans for
Sewer, Storm, and the Wastewater Treatment Facility are scheduled to be
updated. The respective 2013 Akel studies for the Sewer Collections system and
Stormwater Drainage system require updates due to significant private and
public construction projects as well as the 2016 incorporation of the legacy
DID system into the City Stormwater Utility. The Yakima Regional Wastewater
Treatment Facility (YRWWTF) has undergone multiple improvement projects since
the 2014 Draft YRWWTF Masterplan.
Wastewater staff is preparing
consultant interviews for the three masterplans individually. Consultant
selection and contracts should be completed by years end.
2019
Stormwater Projects --
This
project addressed localized flooding by constructing six projects in different
locations. Construction started early
April and is substantially complete.
Contractor is doing final clean-up and project will start soon.
Northside Alleyway Pavement Project --
City Project No. SW 2491 reconstructs 4,000 of the 15,000 linear feet of alley and alley approaches identified in the North Alley Paver project, a project listed in the 2019-2024 Six-Year TIP. In contrast to the North Alley Paver project which called for dust abatement by the application of a liquid dust control treatment to the existing gravel alleys, Project SW2491 includes base preparation, asphalt paving of the alley segments, and the addition of concrete alley approaches. The nine alley segments and associated approaches included in Project SW2491 are bordered by Cherry and Garfield Avenues on the north and south, and by Lewis and Oregon Avenues on the west and east. Design has been completed and project advertised for bids.
