ITEM TITLE:1st Quarter 2019 Capital Improvement Projects report

SUMMARY EXPLANATION:

Attached for City Council approval is the City of Yakima Engineering Division's 1st Quarter 2019 Capital Improvement Projects Memorandum and Project Spreadsheet to provide updates on current Capital Improvement Projects from the Water/Irrigation, Wastewater/Stormwater, Streets & Traffic and Engineering Divisions.

The current project listing assists in the planning of current and upcoming projects. It helps the divisions coordinate their work efforts so that, for example, a street is not rebuilt or seal coated prior to scheduled underground work within the same street.

 

Work performed during the 1st Quarter included: 

 

Safe Routes to School

  1. The Garfield Elementary Safety Improvements project will begin construction after school ends for the summer; approximately June 17, 2019.  A public meeting is being scheduled for the end of May to inform the public of the proposal in making both Jerome and Fairbanks “one-way” streets as part of the project.  The project is scheduled to be complete in August 2019 prior to the start of the new school year.

  2. The McClure Elementary School Safety Improvements project completed the required preliminary engineering surveying and the design work will begin.  Right-of-way acquisition will continue in 2019 with construction scheduled for the summer 2020.

 

North 1st Street Revitalization

  1. Phase 1 construction began in March 2019 and is scheduled to be completed in November 2019.  Tapani Inc was the selected contractor.

  2. Phase 2 is scheduled to begin in spring 2020.  The City recently applied for a federal INFRA grant aimed at the construction of N 1st St. just south of MLK Jr. Blvd.   

 

Cascade Mill Redevelopment Site – The City and other agencies will meet with the Yakama Nation to further discuss the NEPA process in hopes to be completed in early 2020.  City continues to work on a plan to cleanup under the proposed roadways and landfill with the Department of Ecology.  On open-house “listening session” is scheduled for April 17th for public feedback. 

 

Fruitvale/River Rd. & 34th Ave./ River Rd. Roundabouts – Right-of-way acquisition was started.

 

River Rd. - 34th Ave. to 40th Ave. – Selland Construction, Inc. was selected as the contractor.  Construction is scheduled to begin May 8, 2019 and be completed by early September to coincide with the completion of the new YMCA aquatic/fitness facility.

 

Cowiche Canyon Trail – A supplemental agreement may need to go to City Council once the trail’s alignment is finally determined.  Will continue to work with the adjacent property owners to develop an acceptable alignment for the Cowiche Canyon Trail project.  

 

Spring Creek Rd./Soccer Complex Access- TTC Construction was the selected contractor for Phase 1 of this project which will begin in April 2019.  Phase 1 is scheduled to be completed by early July 2019.  Phase 2 is also scheduled to be conducted and completed later this year. 

 

Yakima Valley Trolley Improvements – Obtaining quotes to replicate and install the Museum doorways to match historic construction and materials.

 

Transportation Benefit District (TBD) Projects –

 

Sidewalks:

  1. Naches Ave Sidewalk Project (Walnut to Pacific) – Started in 2018 and will continue through 2019

  2. 4th Street Sidewalk Project 0 Walnut to Pacific) – Will begin in April 2019

  3. Mead Ave Sidewalk Project – Will begin later this year

 

Roads:

  1. River Rd. Improvement Project – Will begin in May and will be completed by early September 2019 to coincide with the completion of the new YMCA aquatic/fitness facility

 

Water Treatment Plant Intake - In the process of applying for work “in river” permits.

 

Fruitvale Canal - Nelson Dam Improvements - Working on Scope of Work for design.

 

Hathaway Street Project (Water and Wastewater Line Replacement Project) - The project began in January and will be completed by summer 2019. 

 

2019 Stormwater Projects – This project will address localized flooding in several areas:

  • Englewood Ave./N. 65th Ave.

  • Englewood Ave./N. 59th Ave.

  • N. 48th Ave./Webster Ave.

  • N. 48th Ave./Modesto Way/Madera Way

  • Summitview Ave./N. 7th Ave.

  • Mead Ave./15th Ave.

 

Wheeler Excavation, Inc. was selected as the contractor and the project will begin in early April 2019 and continue through the summer.

 

Northside Alleyway Pavement Project – Working with HLA for cost estimates.  Planning to pave approximately 4,000 linear feet of alley way in 2019; addressing stormwater drainage.  Will be going out to bid on this project soon with construction to begin late June/early July.
