ITEM TITLE:Set date for a public hearing on February 19, 2019 to consider a street renaming application submitted by William R. Shields to rename Muoth Way to Homesite Way

SUMMARY EXPLANATION:

Attached is a copy of the street renaming application submitted on November 20, 2018 by William R. Shields to rename the public, local access street Muoth Way to Homesite Way. There are no homes addressed off of Muoth Way, except that the applicant's home (under construction) will be addressed off of Muoth Way prior to completion.

 

Muoth Way is an approximately 760 foot long local connector street that connects Webster Road and North 53rd Avenue, on the south side of Scenic Drive. There are seven parcels abutting Muoth Way, four of which have homes on them. However, only one of those homes has a driveway accessed directly off of Muoth Way, but is addressed from Homesite Drive (a private road accessed via Muoth Way) and is located on the corner of Muoth Way and Homesite Drive. Muoth Way provides access to three private roads: Homesite Drive, North 50th Avenue (undeveloped), and Scenic Terrace Drive. These private roads provide access to 13 parcels, 10 of which have homes on them. 

 

Per Yakima Municipal Code 8.70, Council shall consider petitions to rename streets at a regularly scheduled Council meeting and make an initial determination of whether the petition is a valid request that should be considered at a public hearing. If so, City Council shall schedule a time, date, and place for the public hearing. Upon scheduling the public hearing, all utility providers, government agencies, and property owners abutting the street shall be notified of the public hearing, which shall precede the hearing date by no less than thirty (30) days. After the public hearing, if City Council deems the proposal to be in the best interest of the City of Yakima, they shall approve said request by Ordinance. An ordinance approving a renamed street shall take effect six months from the date of the resolution.

 

Should City Council decide to proceed with the public process established in YMC 8.70, to review street name change applications, the next step would be for Council to set a public hearing on this proposed name change. Staff recommends a hearing date of February 19, 2019 to allow time for mailing of notices, which must be received no less that thirty (30) days prior to the hearing, and to allow time for the recipients to comment on the proposal.

A decision to move forward with this request is a Council policy issue.
