ITEM TITLE:	Ordinance amending the City of Yakima Municipal Code Chapter 7.82 Construction Stormwater Runoff

SUMMARY EXPLANATION:

The City of Yakima (City) is regulated by the Department of Ecology for stormwater management in accordance with its issued Eastern Washington Phase II Municipal Stormwater National Pollutant Discharge Elimination System General Permit #WAR046013.

The City’s Stormwater Division is requesting that Yakima Municipal Code (YMC) 7.82 Construction Stormwater Runoff be amended for the following:

Amend YMC 7.82.020 and 7.82.100 to define and allow the use of Low Impact Development (LID) techniques

Amend YMC 7.82.090 to require City review of Stormwater Pollution Prevention Plans for projects one acre or larger

Amend YMC 7.82.130 to require proper handling of on-site litter and waste

Codifying the amendments to Section 7.82.020, Section 7.82.100, Section 7.82.090 and Section 7.82.130 completes an important compliance requirement of the City’s permit with the Department of Ecology.
