Attached for City Council approval is the City of Yakima Engineering Division's 3rd Quarter 2018 Capital Improvement Projects Memorandum and Report which includes both Water/Irrigation and Wastewater/Stormwater Capital Improvement Projects. Also attached is the current project spreadsheet developed by the Water/Irrigation, Wastewater/Stormwater, Streets & Traffic and Engineering Divisions.
The current project listing assists in the planning of current and upcoming projects. It helps the divisions coordinate their work efforts so that, for example, a street is not rebuilt or seal coated prior to scheduled underground work on the same street.

Safe Routes to School –

The Adams Elementary/Washington Middle School Vicinity Sidewalks project was deemed substantially complete on August 16, 2018 and the project closeout letter was submitted October 12, 2018.

The Garfield Elementary Safety Improvements project construction funds were obligated on September 18, 2018. The project will go out to bid in November 2018 with a construction start date of June 17, 2019.

The McClure Elementary School Safety Improvements project required preliminary engineering surveying has been completed and design work has begun. The project is scheduled for construction in 2019.
North 1st Street Revitalization –
- The NEPA Categorical Exclusion was approved on Phase 1 of the North 1st Street Revitalization project and the construction funds were obligated on September 20, 2018. The project will be advertised for bids in November 2018 with construction projected to begin in late February/March 2019.
- A BUILD grant application for Phase 2 of the North 1st Street Revitalization project was submitted by the City over the summer. HLA is currently in the process of completing the design work.
Cascade Mill Redevelopment Site – A SEPA Mitigated Determination of Nonsignificance (MDNS) was submitted for the project on August 30, 2018. The Yakama Nation appealed the MDNS on September 13, 2018, and then filed a LUPA lawsuit againast the City on September 19, 2018. The City plans to withdraw its MDNS in early October and meet with our land use attorneys and the Yakama Nation to determine the best course of action.
Fruitvale/River Rd. & 34th Ave./ River Rd. Roundabouts – Design work on this project continues with the area of potential effects determined. This is necessary in order to complete the environmental documentation.
River Rd. - 34th Ave. to 40th Ave. – Preliminary design work of this project has begun by City staff. The necessary surveying to complete the design and determine the required right-of-way was completed by HLA. An application for the remaining $650,000 was submitted to the Transportation Improvement Board in August.
Cowiche Canyon Trail - Continued working with the adjacent property owners to develop an acceptable alignment for the Cowiche Canyon Trail project. This was completed on September 17, 2018. Yakima County will provide additional preliminary surveying in October which is necessary to complete the design.
Spring Creek Rd./Soccer Complex Access- Acquisition of the necessary right of way from the Yakima Air Terminal was completed and the design is scheduled for completion in November 2018. The construction of this project is scheduled to occur in early 2019.
Water Treatment Plant Intake - Golder and Associates has provided Hydro-technical Engineering for design, permitting and funding of the project. In the process of applying for work “in river” permits. A meeting was held to review the model results and provide suggested modifications to the design.
Fruitvale Canal - Nelson Dam Improvements - Continued to have discussions with the Bureau of Reclamation, Washington Department of Fish and Wildlife, Yakima County, National Marine Fisheries Service, Yakama Nation and North Yakima Conservation District on project design options. Working with Yakima County on an agreement for design and construction.
Hathaway Street Project -
Beech Street Lift Station - This project was substantially completed.
