ITEM TITLE:Resolution adopting a fee schedule for Plumbing, Mechanical and Building Permit Fees for the City of Yakima

SUMMARY EXPLANATION:
This resolution creates the fee schedule referenced in the building permit, mechanical permit and plumbing permit ordinance sections.  The fees in this resolution are those that have been charged since 2014.  The fees are not increasing as a result of this resolution, rather, it is taking the fees that were being charged through the ordinance, and putting them into a fee resolution, which is easier to amend and may be easier for the public to obtain fee information.

As historical background, in approximately 2005, the City adopted the tables outlining the permit fees for building permits. That table included the following language: “Beginning January 1, 2006 and on January 1 of each subsequent year, the fees in this table shall be adjusted automatically to account for any increase in the Consumer Price Index (CPI) for the Seattle Area (Seattle CPI-W).”  Each year the fees were increased but the ordinance was not amended to show the new table.  This happened each year until 2014, when the Council passed an ordinance amending the tables to remove the CPI increase language.  The Council amended the ordinance to remove the CPI language, but did not amend the table to reflect the fees being charged in 2014.  The fees charged in 2014 are the fees still being charged today.  Those fees are reflected in the fee resolution attached.  The fees being charged have not increased since 2014, and are not increased in this proposed fee resolution.
