The City of Yakima (City) requests to enter into a Professional Services Agreement with HLA Engineering and Land Surveying Inc for the Systemic Pedestrian and Bicyclist Data Collection Project 2674. Funding is provided by the 2022 City Safety Program funding through the federal Highway Safety Improvement Program (HSIP) for the Systemic Pedestrian and Bicyclist Data Collection Project 2674.
Systemic Pedestrian and Bicyclist Data Collection work will consist of the collection of pedestrian and bicyclist count data at intersections citywide. This data will be used to aid with a systemic safety analysis of Yakima streets and to update the Local Road Safety Plan.
This project was brought before the Bike/Ped Committee shortly after the award in early 2023. Engineering updated the Committee regularly throughout 2023 as the project was required to be added to the STIP, obligated by WSDOT, advertised, and ultimately awarded to HLA Engineering. Engineering will regularly keep the Committee updated on the progress of this project.
The project is expected to begin data collection in 2024 and is 100% HSIP funded with no local match required. Enclosed for City Council review is the Agreement with HLA in an amount not to exceed $255,900.
