The City of Yakima (City) owns the Henry Beauchamp Jr. Community Center (HBCC) and is managed, operated and maintained by Opportunities Industrialization Center of Washington (OIC) as a neighborhood facility to meet the needs and desires of the neighboring community, youth, the poor and the disadvantaged.
The City has provided Transit service for several years at no charge for youths attending the HBCC summer programs to be transported to Franklin Pool. However, because the City’s Transit service must remain a “public route” in accordance with the Federal Transportation Association (FTA), the transportation of youths from the HBCC to Franklin Pool can be extremely lengthy in travel time.
There is a desire between the City and OIC to be able to provide HBCC a “direct route” to and from Franklin Pool for the youths. A charter bus service could provide the direct route since it does not operate under the authority of FTA. OIC would select and coordinate with a charter bus service to provide the necessary transportation to and from Franklin Pool, and the City would reimburse OIC for the transportation costs in an amount not to exceed $6,000 per year. This would continue each summer until such time the MLK Jr. Pool is open to the public |
